Specifying Antimicrobial Silane Quat Treatments: Winning Long-Term Care Facility Flooring Contracts

## Specifying Antimicrobial Silane Quat Treatments: Winning Long-Term Care Facility Flooring Contracts

Long-term care flooring is awarded on more than price per square meter. The buyer wants a surface that stays presentable between cleaning cycles, survives bleach and quaternary ammonium disinfectants, and arrives with a test file a facilities manager can file with the contract. If you are supplying that floor from India, the antimicrobial chemistry has to be locked before the wear layer is calendered or coated. A spray added at the warehouse, a name pulled from an unverified supplier directory, or a quote padded by a hidden middleman will not hold up when the tender committee asks for the method, the organism, and the lab date.

Netyex is a buyer-side sourcing partner in India. You keep one office on the ground for supplier verification, quality control, private label manufacturing, and export logistics. The roll that leaves the mill should be the roll you described in the bid.

Why the antimicrobial clause decides the flooring package

Wheelchairs, medicine carts, and daily mopping punish long-term care floors. Patient rooms, corridors, dining rooms, and therapy gyms do not wear at the same rate. A wet bathroom needs a different slip and seam detail than a quiet bedroom. Infection-control staff still clean. They also want the surface itself to slow microbial growth between those cleans.

Healthcare flooring guides describe this as passive reduction, not a replacement for housekeeping. Published procurement notes cite reductions of 99.9 percent under JIS Z 2801, and they point buyers toward EPA-registered additives where a US public-health claim is made, with interest in MRSA, VRE, E. coli, and S. aureus. Indian hospital practice makes the same demand in factory language. The antibacterial or bacteriostatic treatment has to run through the wear layer so scrubbing does not wipe it off, and the sheet has to tolerate hypochlorite, glutaraldehyde, alcohols, and quaternary ammonium without staining, softening, or bleaching.

That is the contract you are trying to win. A one-line claim of antibacterial vinyl is not a specification. A zone note, a named test, and a retest after abrasion is.

What a silane quat treatment actually is

Silane quaternary amine, usually called silane quat or Si-quat, is not a new brochure phrase. Its use as a finishing agent on textiles and construction products has been documented for almost 40 years. The active is an organosilane carrying a quaternary ammonium group. Applied and dried on a prepared surface, it is meant to anchor and leave a thin layer that acts on microbes at the surface.

Application notes for hard surfaces describe sprays in the range of 1 to 5 percent active ingredient, air-dried. Suppliers of that finish state that the silane bonds covalently and that activity remains after washing, abrasion, or disinfection cycles. The same guides cite AATCC 100 for textiles, where treated fabric typically shows more than 99.9 percent reduction, a 3-log drop, of Staphylococcus aureus and Klebsiella pneumoniae after 24 hours of contact. For hard surfaces they point to ASTM E2149, where a common target is more than 90 percent reduction within one hour, and to ISO 22196 for plastics over 24 hours.

Read the maintenance literature before you print the word permanent on a datasheet. Spray programs used in homes, offices, hospitals, and schools are typically 0.50 to 2.0 percent mixtures, put down with foggers, electrostatic sprayers, or trigger sprayers on surfaces that are already clean, dry, and pre-sanitized. Longevity is debated. The cautious field guidance is that, with moderate touch and abrasion, a properly treated surface holds for about 6 to 8 weeks, and low-traffic areas are often re-treated about every 90 days.

Both descriptions can be true of different jobs. A covalently anchored finish built into a flooring wear layer is a product claim that has to be proven on that construction. A housekeeping spray is a service contract. Long-term care flooring awards follow the product claim, and only when the lab report matches the SKU. If a mill offers you a jug of quat to treat the rolls before packing, you are looking at the 90-day story, not a multi-year wear layer.

Silver-ion, zinc pyrithione, and copper additives are also used in antimicrobial flooring. They are not silane quat. Name the chemistry you are actually buying. A tender that asks for silane quat, answered by a mill that loads silver, will fail a technical clarification even if both can show some reduction in a lab.

Spray film or wear-layer active

Winning bidders separate three questions, and they write the answers into the purchase order.

Where does the active sit? Site spray, a thin factory topcoat, or a loading through the wear layer. Traffic and disinfectant will remove anything that lives only on the surface. Indian hospital flooring notes insist on treatment through the wear layer for that reason. Seamless sheet and coved skirtings are already normal asks on domestic hospital jobs, so the mill is not learning what a care floor is. It is learning your destination numbers.

What proof survives wear? A procurement checklist used for healthcare floors asks for an abrasion sequence, such as Taber at 1,000 cycles, followed by a repeat of JIS Z 2801, plus chemical resistance to quaternary ammonium, bleach in the 0.5 to 1 percent range, and peracetic acid where the facility uses it. Integrated systems are sometimes warranted for a minimum of 10 years, and some suppliers state 10 to 25 years. Those durations are claims. You attach the warranty and the post-abrasion report. You do not invent a longer number to look competitive.

What may you say in the submittal? In the United States, explicit health claims for antimicrobial surface treatments need EPA registration. Without it, odor-control language is the lane that remains open. A kills-bacteria line is not a phrase you borrow from a mill brochure. UK and UAE buyers have their own biocide and construction-product rules. The safe habit is the same everywhere. Match the sentence on your datasheet to the sentence on the registration or the lab report, and have counsel review any kill claim before it goes into a public bid.

Polymer flooring suppliers who move from price fights to specified work do it with an auditable file. Healthcare, food, education, and public buyers ask for that file because they have to defend the choice later.

A specification block you can send to an Indian mill

Use the tender's own zone list. If the client has not split the building, split it yourself and price each zone. Operating and procedure rooms usually want sheet goods, welded seams, and high chemical resistance. Patient rooms in long-term care often accept antimicrobial LVT or sheet, with slip called out for the local code. One healthcare guide uses a static coefficient of friction of at least 0.6 where ADA applies, and a wear layer of at least 0.5 mm in high-traffic emergency zones.

Aged-care packs in European-specified markets may also ask for reaction to fire Bfl-s1 under EN 13501-1, slip under EN 13893, impact sound, formaldehyde, and antimicrobial activity under AATCC 174. A published aged-care note reports those checks on a tested product, including a coefficient of friction of 0.45, an impact sound reduction of 21 dB, and formaldehyde not detected. Quote the method the tender names. Do not swap in a friendlier test and hope nobody notices.

Spec point What you require from the mill What you do not accept
Active location Silane quat, or the named alternative, compounded in the wear layer or full thickness A warehouse spray, or a coating that is not in the wear formula
Concentration Stated active loading, with batch records A marketing adjective and no percent, and no batch code
Primary test JIS Z 2801 or ISO 22196 on the finished construction, 24-hour contact A textile AATCC 100 report offered as proof for a floor
Hard-surface test ASTM E2149 if the claim is a bound surface treatment A pass/fail sticker with no method
After wear Same antimicrobial test repeated after a defined abrasion cycle A fresh-sample result only
Chemistry contact Resistance to hypochlorite, alcohol, and quaternary ammonium at the facility dilution A water wipe sold as chemical resistance
Identity Lab report product code matches the shipping SKU and roll label A generic certificate from a different construction
US wording EPA registration number if the bid uses a kill claim Unregistered kill-percent copy on the submittal
Slip and fire The destination standard named in the tender A domestic test substituted without written approval
Warranty Written term tied to the tested construction A verbal lifetime promise

If the tender lists C. difficile, read the organism note carefully. Some flooring guides limit that claim to vegetative cells, not spores. Only list an organism that appears on your report for this construction. Silane quat data and silver-ion data are not interchangeable, and a textile finish report is not a floor report.

India sourcing for a specified floor, not a catalog roll

This is custom product sourcing. Color, thickness, wear-layer loading, weld rod match, and print film all have to hold across the containers a facility will need. A factory that can extrude commodity vinyl is not automatically a factory that can hold an antimicrobial masterbatch inside a tight color tolerance.

India sourcing for this bid starts with the written spec, not with a price list. Netyex works from Noida and across India's manufacturing clusters as your procurement office, not as a factory representative. Supplier identity stays confidential. Your construction is not handed to a competing buyer. That matters on a private label manufacturing job, because the wear-layer recipe and the bid price are the advantage you are trying to keep.

Supplier verification here is practical. Can the line run your thickness and wear layer? Has the mill exported sheet or LVT to your destination before? Will they produce to your specification rather than to a stock recipe? Are they ready for the social and quality audits your client already requires? A directory listing answers none of those questions. An on-ground check does. Buyers who treat supply chain India as a directory search lose these bids in clarification, not at the price opening.

You can review the wider product directory for adjacent finishes, but a long-term care floor should not be ordered like a stock decor SKU. Send the tender through custom product sourcing so the mill trial is built around your zones, not around whatever roll is already on the floor.

Once the brief is clear, the job follows a fixed sequence. The specification is written in factory language, including active type, loading, gauge, and the tests you will accept. Shortlisted mills are matched on equipment, export record, and willingness to work to your document. Pre-production samples are checked against color, gauge, and the antimicrobial plan. Only then does bulk production start. That sequence is how you avoid an uninspected production run that looks fine on the top roll and fails the wear-layer loading three pallets down.

Wholesale supply still has a place once the construction is approved. A care home package is rarely one SKU. Patient rooms, corridors, and wet rooms may share a color family and differ in thickness, slip grade, or sheet versus tile. Hold those variants to one approved active story so the antimicrobial claim does not change by room.

Quality control before the container is yours

Quality control on a specified floor is three gates, not a glance at loading photos.

  1. Pre-production check. Raw materials, active loading, print film, and line setup match the approved sample before the first commercial meter is made.
  2. During-production inspection, once about 20 to 30 percent of the order is done. This is when a drifting gauge, a color shift, or a missed weld-rod batch is still cheap to stop.
  3. Pre-shipment inspection by an independent inspector, not the mill's own quality team, when production is complete and at least 80 percent is packed. Quantity, labels, packaging, and the approved specification are checked together. Goods move only after that pass.

The report, the batch, and the roll label have to be the same product. That is the check described in how Netyex confirms authenticity in supplier products. If you want payment tied to that inspection rather than to a sailing date alone, ask about secured trading services before you place the order.

Ask the inspector to photograph roll labels, core markings, and a sample of the test-report code. A clean surface with the wrong batch number is a failed submittal, even if the color is perfect.

Export logistics and the claims file

Export logistics is where specified flooring bids quietly fail. The mill can be right and the packet can still be useless if the commercial invoice description does not match the lab report, or if the certificate of origin is missing when your customer needs it for duty.

For a standard vinyl or LVT shipment the packet should include the commercial invoice, packing list, certificate of origin where preferential duty applies, product compliance certificates, the lab reports you are relying on, and the bill of lading or airway bill. Phytosanitary certificates apply to wood and bamboo, not to a PVC roll. Do not let a forwarder template add irrelevant paper, or omit the test report that actually matters. How to keep compliance in view when you buy from India is worth reading before you lock Incoterms, because the destination, not the mill, decides which sentence is legal on the carton.

First shipments to the US, UK, UAE, and similar markets are simpler under DDP if you want one landed cost and do not yet have a broker who knows vinyl classification. FOB and EXW are fine once you already run that lane and you want the freight in your own hands. Either way, do not accept a lead time that ignores the lab slot. A wear-layer trial, an external antimicrobial test, and a pre-shipment inspection do not fit inside a casual three weeks from the purchase order. Put the lab booking on the same schedule as production. If the external lab needs coupons cut from the production run, say so in the order. Do not promise the care home a delivery date that assumes the report already exists.

Destination markets are not uniform on duty or on claim language. Check which markets treat Indian exports more smoothly when you price more than one country from the same run. A US long-term care bid and a UAE clinic fit-out can share a construction and still need different wording and different documents.

Price the bid as a mid-range specified product

You are not trying to be the cheapest roll in a messaging group, and you are not selling a prestige European brand at a prestige multiple. Mid-range, in this category, means a verified mill, a wear-layer active you can document, inspected production, and a landed cost you can explain to a procurement officer.

Middleman price inflation shows up as a vague export price that nobody will break into mill cost, active loading, inspection, freight, and duty. Refuse that. You should see the specification, the inspection scope, and the Incoterm as separate lines. How to price products for international markets walks through that build-up so your care-home quote does not collapse when the client asks what the antimicrobial file is costing them.

A practical quote structure looks like this.

  • Mill construction: gauge, wear layer, active type and loading, sheet or LVT, weld rod.
  • Documentation: named tests, lab, and whether the report already exists or must be run on this batch.
  • Quality control: pre-production, during production, third-party pre-shipment.
  • Export logistics: Incoterm, port or door, and who holds the claim file.
  • Exclusions: site installation, on-site respray programs, and any kill claim you are not registered to make.

If another quote is far below yours, check whether it dropped the post-abrasion test, the third-party inspection, or the registration question. Those omissions are not savings. They are the items a long-term care client uses to disqualify a bid after you have already cut the price.

US care and hospitality buyers have learned that the lowest unit price fails once a container is at sea and the paperwork does not match. Export history and a documented quality system matter more at that point than a directory rating. If the American market is the bid you are chasing, read the demand context in Indian products in demand in the American market, then specify the floor as a compliance product, not as generic decor. Home-decor demand is a different trade. Why Indian home decor is rising explains that lane. Do not let a decor mill talk you into a printed film with no wear-layer active.

What to hand the client with the tender

Build a submittal that a non-chemist can read in one sitting.

  • Product name, thickness, wear-layer depth, and format.
  • Named antimicrobial chemistry. If it is silane quat, say silane quaternary ammonium, and state that it is in the wear layer.
  • Test method, organism, contact time, log or percent reduction, lab name, and date.
  • A second result after abrasion, if you have it. If you do not, say the test is scheduled. Do not imply it is done.
  • Chemical resistance list matched to the facility's disinfectants.
  • Slip, fire, and emissions results required by that building code.
  • Warranty text with a duration and a condition, including the cleaning regime and a ban on unapproved coatings.
  • A clear line that the floor does not replace cleaning.

That last line protects you. Antimicrobial flooring supports infection control between cleans. It is not a licence to stretch housekeeping intervals, and it is not a sporicidal claim unless a qualified lab has shown that result on your product.

Where specified flooring bids from India usually fail

Five patterns show up on lost tenders.

  • The quote says antimicrobial, and the construction sheet does not name the active.
  • The lab report is for a textile finish, or for a different gauge than the rolls on the packing list.
  • The mill offers a post-install spray and calls it the same thing as a wear-layer loading.
  • The lead time ignores the external lab and the inspection window.
  • The price is low because inspection and the claim file were never in the scope.

If you close those five before you submit, you are already ahead of most directory-sourced offers. The client is not paying you for a surprise at handover. They are paying you for a floor they can defend then, and again at the first infection-control audit.

FAQ

Is a silane quat flooring treatment permanent?

It depends which product you bought. Suppliers of covalently anchored silane quat finishes state that activity lasts the life of the substrate and continues after washing and disinfection. Spray-applied films used as a maintenance treatment are described as lasting about 6 to 8 weeks under moderate abrasion, with low-traffic reapplication around 90 days. For a long-term care contract, specify the active in the wear layer and demand a post-abrasion retest. Do not bid a spray program as if it were a factory floor warranty.

Can I say the floor kills bacteria?

In the US, explicit kill claims for antimicrobial surface treatments require EPA registration. Without that registration, stick to odor control or to wording your counsel accepts. Do not copy a 99.9 percent kill line from a brochure. Other countries have their own rules. Match every public sentence to a report for the same SKU.

Which lab method should I attach?

Use the method named in the tender. Common ones are JIS Z 2801 and ISO 22196 for a 24-hour surface test, ASTM E2149 for a dynamic hard-surface test, and AATCC 174 when an aged-care spec asks for it. AATCC 100 is a textile method. It is useful background for silane quat finishes on fabric, and a poor substitute for a floor.

Does this replace the facility's cleaning chemicals?

No. The floor still gets disinfected. Your job is to show the sheet survives those chemicals, and that any antimicrobial effect you claim was measured on the finished product. Hypochlorite, alcohols, glutaraldehyde, and quaternary ammonium are the usual list in Indian hospital flooring practice. Confirm the dilutions the facility actually uses before you sign a chemical-resistance line.

How do you keep an Indian mill from shipping an uninspected run?

You do not rely on a directory, or on the mill's own final photo set. You set a pre-production check, a during-production inspection around 20 to 30 percent completion, and a third-party pre-shipment inspection when the goods are packed. Netyex runs that oversight as buyer-side representation, with your specification held in confidence. Start from about Netyex if you want the operating model before you send a tender.

What Incoterm should the first flooring container use?

If this is your first vinyl shipment from India, DDP gives you one landed figure and puts export clearance, freight, insurance, and destination duty with the sourcing side. Move to FOB or EXW when you already control that lane. Either choice should sit next to the inspection gate, not instead of it. A cheap EXW price with no inspector is how uninspected production runs leave the country.

Can the same construction ship to the US, UK, and UAE?

Often yes, as a physical product. The claim language, fire and slip tests, and duty documents will differ. Do not print one carton claim for all three markets. Confirm each market's rules before the packing list is closed, and keep batch codes aligned with the report you will show that buyer.

Put the tender on one desk in India

Send the specification, the zone list, and the country you are bidding in. Contact Netyex before you lock a date or a unit price. If the wear layer, the test plan, or the private label still need building, start with custom product sourcing.

You get buyer-side representation, quality control on the run, and export logistics in one thread. You should not be chasing a mill group chat the week the tender closes. The roll, the report, and the paperwork should match, and you should be able to show that match to the client. That is how a long-term care flooring contract is won from India: not with a softer price, but with a specification you can defend.
